Portsmouth can sign new players again

As the Premier League representative confirmed that Portmouth currently have no outstanding transfer debts, the transfer embargo has been lifted. But the club can only sign players only on free transfer or on loan. Pompey still have a debt of J60m and could soon be going to administration.
